In response to the consultation paper on the “Code for the Education Profession of Hong Kong” and the “Practical Guidelines”, we propose the following suggestions:
We agree to simplify the procedures in handling cases. Besides, Mediators from the Council on Professional Conduct must hold an unbiased attitude. They can use the complaint procedures from the Social Workers Registration Board as a reference. To be more efficient, the Council on Professional Conduct should first put Educational Code of Conduct in place after the consultation period. Then the new term of office bearers can
handle cases with the new Guideline.

Our Association considers that it is better to separate the “Code for the Education Profession of Hong Kong” and the “Practical Guidelines “ as different documents, in which either guidelines must be laid out unambiguously. Besides, we agree to the six criteria listed by the Council on Professional Conduct. However, some articles in the document such as 1,2,5,6,10, 15, 22 are rather long and tedious, which makes it difficult to comprehend.

What’s more, our Association truly understands that students often treat teachers as role models and teachers may fear that their moral standards and freedom are challenged due to the Conduct Code. We hope the Council on Professional Conduct could revise the third guideline on the “Code for the Education Profession of Hong Kong” to strike a balance between students’ expectation towards teachers and teachers’ rights and freedom.
We would like the Council on Professional Conduct to take heed of all the suggestions collected in order to revise on the “Practical Guidelines” to enhance the professionalism in the education sector.
