Survey on “Practising Certificate”
《執業證書》間卷調查

In February 2026, the Education Bureau has submitted the discussion paper regarding “Enhancing the Teacher Registration Mechanism through Amendments to the Education Ordinance (Cap. 279) and Safeguarding the Education Profession” to the Legislative Council Panel on Education to introduce the “Practising certificate” and regular renewal requirements. On 5th February 2026, the Hong Kong Association of the Heads of Secondary Schools sent a letter to all Legislative Council members to express opinions.  We are now gathering feedback from our members and warmly invite principals, along with 3-5 teachers with different levels of experience from each school, to complete this survey by 31st March 2026 (Tuesday) for our review.  Thank you for your support!

香港中學校長會於2026年2月5日去信各立法會議員表達意見,現再向會員收集意見,誠邀校長及每校3-5位不同年資教師331日前填寫問卷,以作整理。謝謝大家的支持!

Persons who apply for a practising certificate must meet the following requirements:

The validity period of the practising certificate will be no more than three school years.

每次申請執業證書的有效期不超於三個學年。

As regards the requirements on CPD, apart from setting a soft target of 150 hours of CPD in each three-year cycle for teachers, from the 2020/21 school year onwards, the EDB has developed a training framework for newly-joined teachers, in-service teachers and those aspiring for promotion, under which in service teachers are required to spare a minimum of 30 hours in each three-year cycle to take part in core training under two categories, namely “Teachers’ Professional Roles, Values and Conduct” and “Local, National and International Education Issues”, with not less than six hours spent on each category.

持續專業發展的要求方面, 教育局除一直要求教師需於每 3年周期達150小時持續專業發展的軟指標外,亦由2020/21學年起為新入職教師、在職教師,以及擬晉升教師設定培訓框架,當中,在職教師每3年周期須劃出不少於30小 時參與有關「 教師專業角色、價值觀及操守」及「本地、國家及國際教育議題」兩大範疇的核心培訓,而每範疇須最少佔 6小 時 。

EDB proposes that short-term supply teachers, who are employed for not more than 30 school days within a 12-month period, shall be exempt from the practising certificate requirement.

教育局建議短期代課教師,如在12個月內受聘不超過30個上學日,可獲豁免執業證書要求。

持續專業發展的要求方面, 教育局除一直要求教師需於每 3年周期達150小時持續專業發展的軟指標外,亦由2020/21學年起為新入職教師、在職教師,以及擬晉升教師設定培訓框架,當中,在職教師每3年周期須劃出不少於30小 時參與有關「 教師專業角色、價值觀及操守」及「本地、國家及國際教育議題」兩大範疇的核心培訓,而每範疇須最少佔 6小 時 。

The EDB consulted stakeholders on the proposed framework for enhancing the teacher registration mechanism and collected views from the sector between September and November 2025.  The EDB takes heed of their concerns and will continue to listen to and study their views carefully for formulating the specific implementation details.

教育局已於2025年9月至11月期間就完善教師註冊機制框架諮詢持分者,蒐集業界的意見。教育局理解業界的關注,並會持續聆聽業界意見,仔細檢視以訂定具體的執行細節。
