Is Hong Kong education system becoming more equitable or the reverse? 中文原文 

Education system is the cornerstone of the future development of Hong Kong.  While striving to provide equity through measuring achievement, fairness, and opportunities in education,  structural inequality caused by different funding modes and the under-provision for disadvantaged students, including Non-Chinese speaking (NCS) students and those with Special Educational needs (SEN), need to be addressed.

All students studying in aided schools at present have to take the same public examination and face the same university admission criteria irrespective of their ability level. For NCS and SEN students, their language proficiency and learning difficulties further diminish their chances of success.  We need a more flexible, diversified curriculum and assessment system to help talented young people realise their potentials.

What is even more worrying is our current Hong Kong education system, once famous for promoting social mobility, no longer provides an upward ladder for our younger generation.  There is an increasing stratification of schools in the public’s eye. With ample resources and funding flexibility, schools operating on other funding modes, such as the Direct Subsidy Scheme schools, private schools and international schools, can provide more curriculum choices, diverse learning opportunities and individual care for students. At present, only students studying in these schools are allowed to take IB or GCE A level examinations, which gives them an edge for local universities admission through the non-JUPAS system. On the contrary, their counterparts in public schools must take the DSE and compete with both the JUPAS and non-JUPAS participants for entrance into university.

Worse still, Hong Kong’s wealth disparity has widened to a historic high as revealed from the recent release of Gini coefficient. It is worrying to witness similar problems within our education system. Local educational practitioners have seen signs of a growing effect of socio-economic status on education opportunities particularly at the senior secondary and tertiary levels.  According to a recent study by the Education University of Hong Kong, the wealth disparity ratio among undergraduates has increased from 2.1 to 3.7 over the past twenty years.  That implies better education opportunities for more well-off students.

Unless we are determined to tackle the issue of education equity from the root, any talks about building a more equitable and cohesive society is doomed to be futile.

香港中學校長會對2018教育施政的一些建議 English

2018年初,香港中學校長會曾舉辦為期一天半的「教育論壇:願景2047」,獲特首林鄭月娥女士、政務司張建宗先生及教育局的積極支持, 邀得國際及本地關心教育的朋友出席, 三場論壇總參加人次愈千。 我們結集論壇所匯聚的建議,及過去多年我們察覺到教育發展需要,作出建議,以期優化教育質素 。

課程佈置與大學收生:

我們期盼能有一個與時並進、寬緊合宜、並能讓學生各展潛能的課程及考評制度。

不容置疑,課程設計決定了學生的學習質素及成效,當下香港正規課程最為人詬病的是過多、過濶、過深,當社會人士普遍認為學生學習壓力過大,卻見大部份新修訂課程的範圍及學科知識比前更沉重。雖然教育當局多番提及培養學生知識以外的技能、態度的重要性,但在過度冗赘的課程規劃下,素質培育只流於空談。而更讓人擔心的是社會問題「教育化」的趨勢,許多社會解決不來的問題都往學校推。不少學術研究均顯示,將一些議題如品德情意、精神健康、家國情懷等化成正規課程去教授,效果不彰,卻只會令課程內容無限止地擴張。

課程佈置主導了學生的學習生活,大學收生條件則影響著學校教與學及評估設計 。我們關注香港學生接受專上教育機會,曾於本年7月8日透過記者招待會,表達我們對大學收生的意見。香港作為一個國際化城市,以知識型經濟發展為本,但為學生提供資助大學學位的數目多年來仍維持在15,000左右(少於考生人數的30%),遠低於香港毗鄰的國家或中國城市,2017年數據顯示,國內高考生入讀大學本科的比率,上海達72%、北京為66.8%、天津重慶均高於50%,至於新加坡亦已作出規劃,於2020年提升資助大學學位至考生的50%。據不同國際評估如PISA、TIMSS,香港學生的表現絕不差於上列國家或城市,為何不能擁有同樣入讀大學的機會?增加大學學位,是為社會培育人材,是提升社會人文質素。若說增加學位將「降低」大學生水平,是否精英主義下將入讀大學視為社會最優秀一群的專利?若此,我們豈非要減少大學學額以「提高」大學畢業生水平。 星加坡Education Minister Ong Ye Kung在近期的一個訪問中說:Education in Singapore is to ‘Lift the bottom, not cap the top’,我們的教育制度又是否這樣?

目前香港各大學收生條件欠缺彈性,中、英、數及通識的3、3、2、2成了一條不能超越的界線,既讓一些具不同能力的學生被拒諸大學門外,也讓大學部份學系無法錄取最適合的學生。數據亦顯示在這準則下,符合入讀學士學位基本條件的男女生比例持續失衡,2017數據顯示男生只有28.6%,而女生則有43.5%,除非我們接受這些現象,否則又怎可不重新檢視入讀大學的基本要求?

我們期望能增加資助學位課程學額,並從新檢視大學入學要求,給予有志、有能力學生升學機會,並配合「知識型」經濟發展需要,增強香港整體競爭力。

電子科技與人工智能

今天科技日進千里,教育局資訊科技教育政策已進入第四期,策略重點落在「透過發揮資訊科技的潛能,提升學與教的互動經驗,以釋放學生的學習能量 ……」。惟縱觀近年教育局發展策略,除了協助學校提升裝備、增加撥款、購置電腦器材外,在電子教材的製作、電子學習平台的構建(如Khan Academy,台灣因材網)、運用AI於學生自評及評估,均無甚進展。

我們建議構建全面而系統化的學習平台,讓學生按個人步伐自學;開發人工智能(AI)系統,協助評估學生個別需要,讓老師能及早對症下藥,協助學生重回學習正軌。

多元辦學與教育公平:

香港中學校長會一直關注教育的公平性,目前已見教育當局透過撥款以協助社經背景較薄弱、有特殊教育需要及非華語學生的學習。惟單單資源的投入並不足夠,我們需要的是多元化的課程、具彈性的評估、與及兼容的社會氛圍,讓學生能得到個性化、個別化的照顧。

我們關注不同資助模式學校是否具相近的辦學條件?直資體系(DSS)在課程架構、教學語言、學生收費、收生程序等所獲的彈性,若有利學生發展,是否可廣泛應用於其他津貼及政府學校?我們期望入讀不同資助模式學校的學生,能得到真正「公平」的學習及晉階機會(Equity)。

2015 OECD PISA研究結果指出,社經地位對香港學生成績影響並不明顯。但香港教育大學近期的一個研究卻指出,過去20年貧與富學生升讀大學比例差距拉闊,後者升讀大學比率是前者的3.7 倍,較20年前的1.2倍顯著擴大。兩個研究或許正好顯示一個更嚴重的問題,貧富差異並未有對中三年級學生(PISA 的調查對象)學習影響太大,但卻對學生入讀大學的機會造成不容忽視的差異。這是貧困學生在三年間驟然退步,抑或是制度的問題?現時各大學在取錄本地學生時,除按香港中學文憑試(DSE)成績外,尚會錄取不同學歷如GCE ‘A’ Level、IB、Sub-Degree 等學生,我們認同大學之門要為採不同學制的學生而開,但香港現時只有就讀國際學校或某些直資學校的學生,才有機會報讀其他課程。在大學收生擇優而錄的前題下,對不同學歷的收生門檻水平是否合理,決定了香港教育系統最後一個門檻是否公平開放,更影響著社會人士對本地學制的信心 。

結語

香港教育體制需要的,是一個全面、宏觀、實證為本的檢討及規劃,我們期望政府能下定決心,在八個教育範疇專責小組提交報告後,能作出整體規劃。若只停留在各範疇分拆檢討, 我們擔心香港教育急需的改善,未知何日可以達成。
